You can choose a hotel in the Campo dei Fiori area—it's very close to the Pantheon, the Trevi Fountain, and Piazza Navona. In the same area you'll also find many restaurants and shops, and at the same time it's always quiet here.
Of course, hotels in central Rome are much more expensive than in more remote areas and, naturally, you can try to save money by renting a room in a hotel located in a cheaper area of the Italian capital, but don't forget that then you will have to spend more money on transportation to get to the places you're interested in.
In general, to save money and still have a convenient location, you can consider hotels near Termini Station or near the Vatican. From the station you can walk to the Colosseum, for example, and to other sights of Rome.

From Fiumicino Airport, which is located about 35 kilometres from Rome, you can reach the Italian capital by bus. The airport has four terminals, between which shuttle buses run. These buses are free of charge. If you arrive at the airport between 01:00 and 04:00, you will need to call the shuttle bus yourself – to do this, simply press the button at the bus stop.
From the airport to Rome, many buses operated by different companies run, and this option will be much cheaper than, for example, travelling by train.
